CHAMPLAIN - On April 14, the New York State Police in Plattsburgh arrested Shaun E. Foster, 25, Champlain, for second degree assault and endangering the welfare of a child.
The investigation began April 12, when a Burlington, Vt. police officer assigned to the Chittenden Unit for Special Investigations alerted the New York State Police that a one-year-old child from Champlain was brought to the Fletcher Allen Health Care Facility in Burlington with injuries consistent with abuse.
The investigation revealed Foster had pulled on the arm of the child causing it to be dislocated and fractured.
The mother of the child, Elizabeth Fair, 22, Champlain, was also arrested for endangering the welfare of a child, for attempting to cover up the injury.
Foster was arraigned in the town of Champlain Ccourt and committed to the Clinton County Jail pending further court action. Fair was released on an appearance ticket and will appear in the town of Champlain court at a later date.
The investigation was conducted with the assistance of the Clinton County Department of Social Services Child Protective Unit and the City of Burlington Police Department.
