NEWCOMB -- The Newcomb Town Board held its Bi-Monthly meeting on Nov. 13 at 7 p.m. First on the agenda, a motion was made by Councilwoman Bush to approve the General Fund Abstract #21 and the Highway Fund Abstract No. 21 and was seconded by Councilman Tracy. Next, there was a discussion on a possible seat belt policy for the new Senior Bus and was tabled for further discussion. Then the town received employment request from Leonard Abare and Wes Olmstead. Next, the Board received a letter from Douglas Diehl regarding the grooming and use of the Golf Course cart paths for snowmobile racing. This was tabled until the next meeting. Then a motion was made by Councilman Bush to authorize Supervisor Canon to sign the lease agreement between the Nature Conservancy and the Town of Newcomb for the snowmobile trails at a cost of $13,936.14. It was seconded by Councilman Tracy and carried. Next, there was a discussion on the 2008 budget and the motion was made by Councilman Tracy to approve the budget and seconded by Councilwoman Bush. Another important issue on the agenda is a meeting will be held at the Town Hall with Tectonic regarding a possible location for a cell tower. Then a motion was made by Councilwoman Bush to rescind the contract with Eastside Auto for scrap metal pickup because the company has been cited by DEC for several violations. Next, Jim Depasquale , President of the Goodnow Flow Assoc., updated the Board on the last meeting with the lawyers for the Goodnow Flow Dam project. Depasquale explained that there is still a lot to be done. The lawyers will be researching two possible ways to set up a tax district. This can be done by a value based system or a benefit district approach with a point system. Then motion was made by Councilman Tracy to adjourn and seconded by Councilman Bush and carried at 7:50p.m.
