The town has asked the Adirondack Park Agency to expand the present hamlet area in Ti with an eye on decreasing regulation and increasing business growth.
“We’ve had an initial meeting with the APA,” Deb Malaney, Ticonderoga supervisor said. “The APA is agreeable to hamlet expansion of areas with existing sewer infrastructure.”
Ti officials would like to extend its hamlet boundaries to include the area along Route 9N from Alexandria Avenue north to Wicker Street, then north to Dead Man’s Curve. Both sides of the road would be included in the expansion.
Malaney said making that area hamlet would allow for new and expanded business.
“Hamlets are exempt from APA regulations with the exception of height requirements and wetlands,” Malaney said. “This would significantly reduce the APA review process for anyone in that area.
“The idea is to make that area more suitable for commercial development, new businesses, growth of existing business and new housing,” Malaney said.
Existing sewer service to the area is key, the supervisor said.
“We will use sewer district maps as templates, in addition to using natural boundaries such as existing roads, creeks, waterways and power lines,” Malaney said. “Areas likely to see future infrastructure expansion will also be identified in the application, expediting future expansion.”
APA approval of the hamlet expansion will take some time. The town is now preparing the formal application. Then there must be an environmental impact review and an APA board review. Property owners in the area will then be notified and a public comment period will be opened. There will then be a public hearing, followed by a 30-day waiting period before a final APA board review.
“The APA is an additional layer of government,” Malaney said. “If we can extend the hamlet and remove most of he APA review from future projects that will help encourage growth.”
The APA expanded Ticonderoga’s hamlet area five years ago to include the area of the old hospital. That expansion allowed the construction of a senior citizen housing project scheduled to open this fall.
